ECA has released a background paper on animal welfare measures

The document is based on an ongoing audit of the effectiveness of EU action on animal welfare. The audit is limited to farm animals, which are the subject of most of the relevant EU legislation, according to a press release from the European Court of Auditors (ECA).

Official data from EU reported approximately 4.5 billion chickens, laying hens and turkeys and 330 million cows, pigs, goats and sheep in the Union. The audit is checking animals’ lifetime on the farm but also transport and slaughtering conditions.

For the 2014-2020 period, EU rural development funds allocated for this sort of payments account for about €1.5 billion.

The audit mission involves 5 Member States: Romania, Poland, France, Italy, and Germany; and a final report to be published later this year.
